| 摘 要： | 依靠大量消耗能源推动经济快速增长已经给我国区域经济发展带来了不可逆转的严重后果,但是一些区域的主要用能产业能源消耗不经济现象还相当普遍。要构建区域节能型产业结构,必须妥善协调各方利益主体关系,以可持续发展、区域产业结构优化和区域产业技术创新原则为指导。以黑龙江省为例,客观分析了能源供给与消费的实际情况,推进煤电一体化项目建设,走新型工业化道路,依靠技术进步和创新实现科学用能,建设特色节能产业是该省构建节能型产业结构的主要途径。
