It s a formal constraint to restructure the state - owned enterprises capital structure, since it must be carried out in a fine institutional environment. So it is necessary to adjust and innovate the current institutions to ensure a smooth capital structure restructuring. This paper discusses some problems existing in capital market, property right market, state assets management system, corporate governance, and social credit system. It lastly puts forward some advice and measures for the improvement.
