我国县乡财政负债现状的实证研究

关于我国县乡财政债务的规模、来源与构成目前还未有完整的全国性统计。综合国内学者的调查结果及实地调查结果,认为法定支出和专项配套等支出刚性增长、政府作为投资主体参与经济活动、地方政府短期行为是县乡债务的直接成因。县乡沉重的债务负担严重影响了县乡政权的正常运转,使县乡政府无力提供农村最基本的公共服务,支农能力弱化,从而对农村政治和社会的长期稳定造成影响,因此有必要大力加强对县乡债务的管理。

The Empirical Study on the Current Situation of County and Township Debt in China

By now there has been no nationally statistics of county and township debt.By reviewing the domestic investigation results the paper finds that the rigid increase of legal expenditure and particular item supporting expenditure,government taking part in economical activities as investor,local government short-term conduct are the direct causes of Chinse county and township debts in China.The heavy debts have affected the routine operation of county and township government and cause therm fail to provide the essential rural public service,weaken the agriculture-supporting ability.For the purpose of the long-term rural political and social stabilization,the county and township debt management should be strengthened.
