| 摘 要： | 在经济一体化的趋势下,投资软环境建设正成为地区经济发展的重要动因。从对外开放、投资软环境建设与区域经济发展的关系看,当前东北老工业基地改革过程中三者间所存在的内在一致性。软环境建设对于本地区经济发展的重要现实意义,从政府体制、市场化改革、民营经济发展、社会保障体系建设以及改善信用环境等方面对于如何完善东北地区投资软环境建设提出相关的政策措施和建议。

| Abstract: | Under the trend of economic integration, the construction of the soft - environment of investment is becoming an important impetus for the local economic development. This paper deals with the relationship among opening up, the construction of investing soft - environment and regional economic development, discussing their intrinsic uniformity in the reform process of the northeast old industrial base. It expounds the importance of the soft - environment construction in local economic development in five aspects. It proposes the countermeasures such as government system, market -based reform, private enterprise development, social security system and credit circumstance, etc. |
