中国科协建设高水平科技创新智库的思考与建议

中国科协建设高水平科技创新智库是完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化的内在要求。本文基于对“十四五”时期科技创新智库建设的新形势新要求的分析,借鉴国际知名智库管理经验,立足中国科协自身特点,提出推进高水平科技创新智库建设的建议。一是明确智库发展战略目标和定位,从组织架构、运行机制和学术支撑三个方面夯实智库建设基础。二是形成智库核心产品,畅通智库影响渠道,提升智库影响力。三是建议实施养“心”工程、强“翼”工程和链“家”工程,协同推进中国科协高水平科技创新智库建设。

Thoughts and suggestions on the construction of high-level science and technology innovation think tanks of CAST

The construction of high-level science and technology innovation think tank by China Association for Science and Technology (CAST) is an important measure for building an innovative country and participating in global innovation governance, and also an inherent requirement for promoting the modernization of the national governance system and governance capabilities. This article analyzes the new situation and requirements for the construction of science and technology innovation think tanks during the "14th Five-Year Plan" period, draws on the experience of international well-known think tanks, and gives full play to the advantages of CAST to promote the construction of high-level science and technology innovation think tanks. The first is to clarify the strategic goals and positioning of think tank development, and consolidate the foundation of think tank construction from three aspects: organizational structure, operating mechanism and academic support. The second is to form the core products of think tanks, unblock the influence channels of think tanks, and enhance the international influence of think tanks. The third is to propose the implementation of the "heart-raising" project, strong "wing" project and the chain "home" project to joint the construction of a high-level science and technology innovation think tank of CAST.
