政府规制负担降低了高技术企业的生存概率吗? ——基于微观企业的经验分析

本文基于1999～2009年中国工业企业中高技术企业微观数据,运用Cox风险比例模型和二元Probit离散模型,实证分析政府规制负担和高技术企业生存概率之间的关系.研究结果发现,政府规制负担对我国高技术企业生存概率的影响呈倒U型关系,存在最优的政府规制水平,可将企业的生存风险降到最低,政府规制负担过重或过轻都将显著降低高技术企业的生存概率;企业的出口行为、 企业所有权性质和企业规模对这种影响关系具有调节作用.企业有出口行为,企业性质为国有企业且规模越大,越能降低政府规制负担对高技术企业生存概率的影响.

Does the Government's Regulatory Burden Reduce the Survival Probability of High-tech Firms? ——Empirical Analysis Based on Micro-enterprise

Based on the microscopic data of high-tech enterprises in China 's industrial enterprises from 1999 to 2009 , this paper makes an empirical study on the relationship between the government regulation burden and the survival probability of high-tech enterprises by using the Cox risk ratio model and binary Probit discrete model .The findingsare as follows:the im-pact of government regulation on the survival probability of high-tech enterprises in China shows a U-type relationship;there is an optimal level of government regulation , whichcanminimizethe enterprise 's survival risk; and ifthe government regulation is too heavy or too light , it will significantly reduce the probability of survival of high-tech enterprises.The export behavior of en-terprises, the nature of enterprise ownership and the scale of enterprises have a moderating effect in this relationship .Those en-terpriseswith exportationandthe state-owned enterpriseswith a large scale arein a better position toreduce the burden of govern -ment regulation on the survival of high-tech enterprises .
