中国中小企业融资现状与政策分析

无论从总体资金结构状况还是多项典型调查的结果来看,中国中小企业融资难的问题都非常突出.为了解决这一问题,尽管近10年来中国有关当局出台了很多政策,但这些政策或由于指导思想失当,或由于存在制度性缺陷,均未能有效缓解中小企业的融资瓶颈.本文认为,为了更好地解决这一问题,必须在坚持"多样性"、"商业性"、"本地机构优先"以及"整体性发展"等原则的基础上,因地制宜地采取措施才有可能真正改善中小企业的融资状况.

An Analysis on the Financing Status Quo and Financing Policies for Small-and Medium-Sized Enterprises in China

In viriue of the aggregate statistical level data and several typical inquiries related with SMEs financing, lack offinance constitutes the main obstacle to the growth of SMEs in China. In order to resolve this problem, theChinese government has taken a series of measures to mitigate the financing difficulties and facilitate financingfor SMEs in recent years. But due to either incorrect direction or institutional deficiency, the financing plightof SMEs in China is still very serious. In our opinion, to relieve SMEs in China of lack of finance and promotetheir development in near future, the government should consider and adopt the following key principles suchas "diversity", "a preference for reaching the SMEs via local financial intermediaries", "a commercial ap-proach to the provision of finance", "a focus on development of the local financial system as a whole" etc..As a result, the measures for SME supporting related with financing should be designed in view of the uniquefeatures of SMEs in different regions.
