西北农村低保制度：公平的初衷与实施中的异化

作为一项基本制度,农村低保设置的初衷是保障农村贫困人口最低生活水平,然而事与愿违,在具体实践过程中,农村中却产生了诸如拼保、骗保、轮保、人情保等一系列异化现象,背离了此项制度所追求的保障公民生存权的基本价值取向。我们从农村低保制度的实施理念、方式入手,结合西北农村地区低保制度实施的特有情况探究了该异化现象产生的原因及本质,并基于此提出可以从保障理念、政府投入、管理监督及对象识别等方面予以矫正。
