| 摘 要： | 文章从区域创新系统的内涵、结构及建设过程等方面对政府在区域创新系统建设中的作用进行了理论分析;并从硅谷、威尔士、新竹、中关村等区域创新系统的实践上进行了实证分析;最后得出了在促进区域创新系统建设中合理发挥政府作用的启示.

| Abstract: | The paper analyses the status and function of government during the construction of the system of local innovation from the aspects of the systems connotation,structure and process,then carries out the practical analysis according to the application of the system in Silicon Valley,Wales,Hsinchu and Zhongguan Village,finally the paper presents the revelation that during the course government should function properly. |
