| 摘 要： | 科学评价高技术产业技术创新效率对于提高资源禀赋要素发挥最优推动创新作用具有重要意义。首先,本研究在综合运用DEA模型中的CCR模型、BCC模型的基础上,全面测算我国高技术产业1995—2008年间技术创新活动的技术效率、纯技术效率以及规模效率,并对规模收益变化情况进行具体分析;然后,基于超效率DEA模型,对处于效率前沿面的决策单元进行效率高低区分,并对整个决策单元进行效率排序;最后,针对测算结果,提出我国高技术产业今后技术创新发展的政策建议与战略方向。
