近年来,财政民生投入规模不断扩大,打造民生财政、加快民生建设已成为社会各界普遍关注的热点和焦点问题。分析当前安徽省民生资金投入及民生建设发展状况,针对实际运作与管理中存在的问题,提出一些对策与思考:建立民生资金支出的绩效管理机制;推行民生资金管理问责机制;建立制度与现代科技相结合的全程动态监管机制;建立民生资金监管倒逼机制;,创新监管的人力资源建设模式。

Reflections on the Supervision Mechanism Construction of Major Livelihood Capital in Anhni

Financial livelihood investment has been increasing in recent years, and accelerating the livelihood construc- tion has become our main task. This paper analyzes investment of livelihood capital and development of livelihood con- struction in Anhui Province and then puts forward some countermeasures, which is the construction of the performance management mechanisms of livelihood capital expenditure, management accountability mechanisms of livelihood capital, dynamic performance management mechanisms combined with system modem technology, forced mechanisms of perform- ance management mechanisms to livelihood capital and human resource supervision model.
