| 摘 要： | 小微企业是基数最庞大的企业类型，其发展状况对稳定就业、促进经济发展有着无可取代的作用。然而，当前内需萎缩、外需减弱的经济形势使得我国小微企业的生存现状艰难，困难重重。面对小微企业生存发展过程中面临的一系列问题，借鉴美国、欧盟、日本的先进中小企业发展政策和保障措施，从推进金融信贷、孵化建设、法律制度等方面改善加强小微企业生存环境，是促进其持续健康发展的长久之道。
