数字经济创新与欠发达地区经济发展:理论分析与贵州经验

本文从理论和实践两个方面解析数字经济促进欠发达地区经济发展的机制和路径。在理论逻辑方面，数字经济促进欠发达地区经济发展具有赶超效应、升级效应、减贫效应和协调效应。在实践经验方面，“贵州模式”为欠发达地区发展数字经济、促进经济增长提供了重要的经验和参考，即坚持国家战略与贵州实际相结合，坚持培育发展新动能与促进经济转型升级相结合，坚持促进数据要素市场化与保障数据安全相结合，坚持推动产业创新发展与培育市场主体相结合，坚持人才培养与政产学研一体化相结合。同时，通过为数字经济发展营造良好的制度环境、利用数字技术打破经济发展瓶颈、由点及面地推广新技术和新模式以及各个主体共享数字经济发展新机遇，欠发达地区将借助数字经济实现经济高质量发展。

Digital Economic Innovation and Economic Development in Underdeveloped Areas: Theoretical Analysis and Guizhou Experiences

This paper analyzes the mechanism and path of digital economy promoting the economic development of underdeveloped areas in theory and practice. In terms of theoretical logic, digital economy has the effect of catching up, upgrading, poverty reduction and coordination in promoting economic development in underdeveloped areas. In terms of practical experiences, the “Guizhou Model” provides important experience and reference for the development of digital economy and economic growth in underdeveloped areas. Specifically, Guizhou experiences are to conduct the following five persistence: combining the national strategy and Guizhou's reality; cultivating new driving forces and improving economic transformation and upgrading; pushing forward the marketization of data elements and ensuring data security, promoting industrial innovation and cultivating market players, combining talent training with the integration of government, industry, academia and research.
