财政收支对城乡收入差距影响的实证分析——以重庆市为例

财政政策为解决城乡收入差距提供了一种有效的途径。在财政收支与城乡收入相关理论的基础上，采取协整和误差修正模型分析了财政对重庆城乡收入差距的影响。从长期来看，财政支出有利于缩小城乡差距，而财政收入则会拉大城乡收入差距，均衡财政对改善城乡收入差距的效果不显著，这就要求政府在实施财政政策时要充分考虑财政收支对城乡收入差距的不同影响，优化财政收支结构，进而缩小城乡收入差距。

Empirical Analysis on the Influence of Fiscal Revenue and Expenditure on Urban- rural Income Gap-Take Chongqing as an Example

Fiscal policy provides an effective method to narrow the gap between rural and urban areas.Based on relative theories on fiscal revenue and expenditure and the income level of rural and urban areas,an analysis is made on the influence of finance on the urban-rural income gap in Chongqing by using co-integration and error correction model.In the long run,fiscal expenditure is beneficial to narrow the urban-rural income gap,while fiscal revenue enlarges the gap,and balanced fiscal policy has insignificant effects on improving the urban-rural income gap,which requires central government to consider their impact on the income gap when carrying out fiscal income-expenditure policies,and optimize the structure of fiscal revenue and expenditure in order to narrow the gap.
