再分配机制对城镇居民收入差距逆向调节的实证分析

通过测算1981～2006年中国城镇居民的收入差距,并利用收入来源分解基尼系数法对再分配机制的调节作用进行实证分析。研究表明,再分配机制对缩小城镇居民收入差距的调节作用不明显,其中二次分配收入在2004年前对城镇居民收入差距"逆向调节",三次分配收入扩大了收入差距,个人所得税调节作用还有待加强。

Empirical Analysis on the Contrary Regulation of Redistribution Mechanism to the Income Gap of Urban Residents

The paper measures the income gap of urban residents in China from 1981 to 2006,and an empirical analysis is made on the regulatory effect of redistribution mechanism by using Gini coefficient.The research shows that regulatory effect of redistribution mechanism is not clear to narrow the income gap of urban residents,secondary income distribution has"contrary regulation"effect on the income gap of urban residents before 2004,and the third income distribution enlarges the gap.Besides,the function of individual income tax needs to be improved.
