| 摘 要： | 作为后发展国家，当代中国的行政体制改革的根本途径是政府主导的制度创新。其具体举措表现为转变观念与政府职能、优化政府组织结构、调适中央与地方关系、完善国家公务员制度与行政运行机制、加强行政法治建设、整合推进事业单位改革、培育和发展社会中介组织、推进政治体制改革。

| Abstract: | As a post-developed country, system creation by government is the basic way of Chinese administrative system reform. There are some measures; to change people＇ s ideas and function of government ,optimalize the organization structure of government ,adjust the relation between the centre and localities ,perfect the official system and the mechanism of administrative activity, strengthen the construction of administrative rule by law ,advance the reform of enterprises, cultivate and develop medium organization, and promote political system reform. |
