| 摘 要： | 公共治理的碎片化和分散化是导致城乡及区域之间教育、医疗、社会保障、基础设施以及劳动就业等基本公共服务非均等化的根本原因。借鉴整体性治理理论,构建以＂服务三角＂为宏观旨趣的新型农村公共服务体系的操作策略是：按照农民需求强弱分类提供公共服务,实行政府主导、市场运作和社会协同的服务政策,建立＂市、县、乡（镇）、村＂一体化服务网络,营造＂跨界合作＂的公共服务组织文化。

| Abstract: | Balkanization of public governance and decentralization lead to the basic causes for non-equalization in rural and regional education,health care,social security,infrastructure and basic public services,employment and etc..Based on holistic governance theory,to build ＂the service triangle＂ as the macro objective of the new rural public service system operating strategy is： according to the peasants demands,offering public services,implementing government-led,market policies and social service coordination,and establishing a ＂city,county and township（town）,village＂integrated services network to create a ＂cross-border cooperation＂ of public service organized culture. |
