| 摘 要： | 我国地方行政服务体系建设是一个渐进发展的过程，是在计划经济向市场经济转变的过程中产生和发展的，本身既体现社会主义市场经济的客观要求，又不可避免地打下了计划经济的烙印。理念与实践脱节、协作和管理困难、服务整合受阻是其显性特征。在建设和完善地方行政服务体系过程中有必要对理念与目标、驱动力与阻力、路径与选择等方面进行缜密思考。

| Abstract: | China＇s local administrative service system is a gradual process of development from the planned economy to a market economy. It embodies the objective requirements of the socialist market economy, but also inevitably lays the brand of planned economy. It is the dominant feature in theory and practice deviating, coordination and management challenging, service integration blocking. During building and improving the system of local administrative services, it is necessary to be thoughtful for ideas and objectives, driving force and resistance, paths and selection and other aspects. |
