| 摘 要： | 乡村债务已经成为影响我国乡村治理的重要因素,并成为制约农村社会经济发展的重大障碍。积极稳妥地化解乡村债务迫在眉睫。乡村债务的形成既有经济原因、体制原因,也有其他主客观原因,因此要从积极实施省以下政府分税制改革、杜绝增量债务、积极解决乡村存量债务、强化乡村财务监管等多个方面采取相应的化解乡村债务的策略。
