我国失业保障监测预警指标体系的构建

解决中国的失业和就业问题已经成为政府仅次于解决十几亿人口吃饭问题之后的第二号经济任务，同时更意味着中国失业保障的沉重负担。因此，建立失业保障监测预警指标体系，进而建立“失业保障监测预警系统”，对于政府从宏观上把握失业状况、制定相应的宏观调控政策、保证社会保障体系的良性运行以及社会经济的可持续发展具有重要的现实意义，也是社会保障制度得以完善的重要环节。构建失业保障监测指标体系，应充分考虑到失业保障与失业状况、就业形式、国民经济总体运行情况存在着的极其密切的关系，科学地建立失业保障监测预警的长效机制。

On the Construction of China's Unemployment Security Supervision Precaution Target Program

Besides food problem,China's employment problem is becoming the second urgent economic task for Chinese government,which means heavier unemployment burden.Hence construction of unemployment security supervision caution target structure program and build "unemployment safeguard caution system" is significantly effective in government's grasp unemployment situation in general and make relevant macro-adjusting policies,so that social se-curity system can be implemented actively;this forms the a key chain in social security program.In order to build unemployment safeguard supervision target system,the following factors should be considered:unemployment safeguard and situation,employment form and national economy general running situation;they are intensely related,and a long-term unemployment supervision precaution mechanism should be built.
