| 摘 要： | 国有企业在公司制改造中，国有股股权由国资委持有，国资委代表国家将国有资产委托给资本运营机构经营管理，独立行使股权。为确保公司中国有股股权规范化运作，保障其合法权益，可以实行国有股股权代表制度，培养一支知识化、专业化的国有股股权代表队伍，建立完善的国家股股权代表市场。

To ensure the regulated operation of state-owned shares and protect legal interests, we can carry out state-owned shares representatives system and form a trained team and set up state-owned shares representatives market. |
