| 摘 要： | 高等院校规划是一项战略性、科学性、综合性的工作，要认真贯彻科学发展观的思想，按照高等院校发展的规律和总体要求立足当前、面向未来、统筹兼顾、科学布局，要将局部与整体，近期与长远的国家利益、学校利益和学生利益综合考虑。高校建设规划是高校发展和建设的蓝图，是建设和管理高校的依据，是经济发展的重要因素。既要做到100年不落后，适应社会要求，又要做到三方利益最大化。
