| 摘 要： | 院系二级管理体制的建立是高职院校发展的必然,但对高职院校来说,院系二级管理是一把双刃剑。依据校情逐步推进,树立系部是责任中心的理念,科学设计院系二级管理实施方案,重视监督约束机制的建立等是高职院校院系二级管理有效实施的关键。

| Abstract: | It is inevitable to build up the two-level management system between college and department in the higher vocational institutions.Meanwhile, two-level management system has both advantages and disadvantages for the development of the higher vocational institutions. The key to carrying out the two-level management effectively is to design the management project scientifically, to perform the system step by step, and to establish effective supervision system, etc. |
