| 摘 要： | 公共精神是政府善治建立的精神支撑和内在动力,公共精神的孕育要以政府善治的实现为根基。在当前我国推进政府善治的过程中,必须在政府和社会两个方面都树立起足够的公共精神,这需要我们在批判地吸收和借鉴传统及西方公私理论中合理因素的前提下,积极推进国家相关体制的改进与创新,并努力加强公民教育和培育公民社会。

| Abstract: | The public spirit is spiritual support for and internal motivation of good governance,and in return its formation is supported by good governance.At present,in the process of promoting good governance,both the government and the community are required to establish the shared public spirit.The establishment of the shared public spirit asks us to make use of some reasonable western theories on government and individuals,to further government system reforms,to develop education and to establish a society for all citizens. |
