摘    要:本文阐述我国企业在人力资源开发与管理中存在的主要问题,提出如下观点:企业今后在人力资源开发与管理方面应注意搞好人力资源的群体配置和优化,强化激励机制,有效挖掘企业员工的潜能,克服企业领导者的短期行为,加强对人员的培养和训练,加强人才市场管理,促进人才交流,实行企业人力资源管理绩效评估,推行全员劳动合同制,建立新型的劳动关系。

Abstract:This paper first discusses the main problems existing in the human resources development and management of the Chinese enterprises. Then it states that mass distribution and optimization of the human resources must be stressed, excitation mechanism must be intensified, employees' potentials must be effectively excavated, leaders' temporary action must be avoided, the working staff's training must be reinforced, human market management must be enhanced, interflow of qualified staff must be promoted, achievement assessment of the human resources management must be carried out, thus a new labour relationship is established.
