| 摘 要： | 我国煤炭产业组织目前存在产业集中度低、过度竞争、市场运作绩效较差等问题,产生的原因是进入壁垒失效和退出壁垒过多。应加强政府在进入、退出方面的规制,提高进入壁垒和降低退出壁垒,充分利用规模经济,促进煤炭行业形成合理市场结构,提高经济效率。
