| 摘 要： | 农村最低生活保障制度在我国仍然处于探索阶段,由于各地根据本地的实际情况确定自己的农村低保对象、低保标准及管理办法等,导致农村低保在各地区之间发展极不均衡。在新农村建设中构筑立体的农村低保资金筹措体系、确定客观而合理的农村低保覆盖面及促进农村低保与其他农村保障制度合理衔接是解决现存问题的关键。

| Abstract: | The rural lowest living guarantee system in China is still investigating, because every place determines its own object, standard and the management way of the rural lowest living guarantee, causes the .rural lowest living guarantee to develop unbalanced in every place. The article puts forward how to reasonably collect the rural lowest living guarantee funds and make sure to be subjected to the benefit object and promote to link up with other rural guarantee system reasonably . |
