| 摘 要： | 本文首先对公共物品进行严格定义 ,对其进行了分类 ,并分析了为什么公共物品不能由私人而必须由政府提供 ,同时作者重点强调了政府提供不是政府生产 ,列举了国外政府委托私人部门生产公共物品的几种做法。最后作者强调 ,制度是最重要的公共物品 ,政府在制度创新中具有关键作用。

| Abstract: | This article classifies and strictly defines public goods. It analyzed why public goods can only be provided by government. It emphasizes that government supply does not mean government-production. It gives examples in foreign countries- government appoints a private maker to produce the public goods it wants. It points out that system is the most important public goods and government plays the key role in its forming. |
