| 摘 要： | 改革开放30年来,我国农村金融改革经历了建立单独的农村金融、建立三位一体的农村金融体系、农村信用社市场化、成立新型农村金融机构四个阶段。相对城市而言,农村金融发展依然滞后,金融基础服务体系尚未完全建立,表现为农村金融的结构和运作机制存在缺陷,服务设施差、机构网点覆盖率低、服务手段落后、产品单一、贷款难等问题依然存在,政策性金融支持力度不够,还不适应社会主义新农村建设的需要。
