| 摘 要： | 总结改革开放30年的历史进程,可以划分为不同阶段,但总体上属于渐进性改革和以市场化为取向的改革,改革的核心是制度创新。改革开放的成就举世瞩目,也积累了宝贵经验,主要是本着以发展为主线、充分调动多数人积极性、"摸着石头过河"、循序渐进、整体协调的原则推进改革,并坚持改革与开放的协同并进。但也存在着一些不完善之处,主要有政府自身改革不到位、在抑制资源消耗和保护生态环境方面改革动作迟缓、改革发展的成果共享不够、政治体制改革滞后于经济体制改革等。今后应以促进"两个发展"即促进生产力发展、促进人的全面发展为轴心,以"三化"即深度市场化、法治化和国际化作为深化改革的战略取向,坚持经济体制改革、政治体制改革、社会体制改革、文化体制改革"四位一体"协调配套、同步推进。
