农民权益缺失透视及政策选择和制度供给

三农问题的核心是农民问题，农民问题的实质又是农民的权益问题。农民权益的缺失，是困扰我国经济发展的痼疾，保护农民权益已是当务之急。其政策选择和制度安排是：要端正指导思想，切实保障农民的各项基本权益；提高农民的素质，增强农民的维权意识，建立符合法律规范的农民权益保护组织。同时建立和完善公共财政制度，为农民提供基本而有保障的公共产品。

On Policy Choosing,System Supply and Absence of Farmers' Rights and Interests

The core of issues concerning agriculture,countryside and farmers is the issue of farmers,essentially associated with farmers' rights and interests.Since the absence of farmers' rights and interests is the chronic problem,which has obstructed our country's economic development,it has already been the task of top priority to protect farmers' rights and interests.This paper believes that we should pay more attention to the policy choosing and system arrangement in order to solve the problem.To bring it into effect,we should primarily correct the guidelines,and ensure farmers' fundamental rights and interests.Then,we should improve the quality of farmers,strengthen farmers' consciousness of safeguarding their own rights and interests,and set up the organization protecting farmers' rights and interests in accordance with our country's rule of law.At the meantime,we should establish and improve a public fiscal policy,offering basic subsistence allowance for farmers.
