| 摘 要： | 中小金融机构对中小企业的金融支持越来越受到普遍关注，国内外已研究并产生了大量相关理论。很多国家都有中小金融机构对中小企业金融支持的具体扶持措施。目前，美日两国普遍建立了扶持中小金融企业的政策性金融机构，其发展模式值得我国借鉴。
