新时期进一步完善支农再贷款制度的思考

支农再贷款是人民银行为解决农村信用社发放农户贷款资金不足而对农信社发放的贷款，也是国家扶持农民致富奔小康的一项金融政策。近年来，农信社产权体制改革不断深入，人民银行票据发行与兑付等资金支持工作正有步骤、有计划地进行着。然而在这个新时期，曾经以服务“三农”定位、支持“三农”发展的支农再贷款业务却不断萎缩，贷款规模大幅下降。对进一步完善和发展支农再贷款制度进行思考，使其继续发挥其支持“三农”的作用，具有十分重要的意义。
