国有企业改革的几个理论问题

本文对国有企业的基本属性进行了理论考察。认为在资源配置的效率方面国有企业必然低效的结论是不成立的；认为在促进社会公共福利方面，只要国有企业的微观效率高于一个临界点之上，也能促进社会总福利的增加；认为在国有经济的最优规模方面，国有经济的有效规模受到生产力和市场发育程度的客观限制，超过这一规模限制，会导致国有经济整体上的低效。

Some theoretical problems about the reform of SOE

By the analysis on operating system of SOEs, argued that the opinion of SOE must be inefficiency is wrong, and the claim of SOE must be out of competitive industries or engross the natural monopoly industries is also incorrect. By setting up an efficiency-scale theory of Eterprise, argued that the total scale of SOEs also must have a ceiling limit, and if exceeded, the SOEs will slumps into inefficiency as a whole.
