| 摘 要： | 科学地安排农村公共品供给,进行农村财政制度创新需要明确农村公共品供给主体.公共品的特征决定了我国农村公共品主体需要重新定位,应该构建农村基层政权、公益性组织和经济合作组织在内的、既分工又协作的规范的农村基层组织体系.

| Abstract: | Scientifically arranging the supply of rural public goods and services and finding new paths in rural public finance needs unequivocal supplier of rural public goods and services. The characteristics of public goods and services determine that our rural public goods and services supplier need to be re - orientated and that a rural primary organization system that include rural grass - roots government, public welfare groups and organizations for economic cooperation with both division of work and coordination of effort should be set up. |
