| 摘 要： | 城乡统筹是党的经济发展战略和科学发展观的客观要求。有特殊市情的重庆直辖市在2007年被批准设立为全国统筹城乡综合配套改革试验区后更加特殊。新特区的关键点是统筹城乡，而在统筹城乡促进经济发展的过程中，核心是如何合理有效地配置金融资源。
