| 摘 要： | 2013年是全面贯彻落实十八大精神的开局之年。中央经济工作会议召开，为2013年的经济金融政策方略定了调。新的一年的经济金融工作，要以提高经济增长质量和效益为中心，着力实现新型城镇化建设、依托企业实施创新驱动发展战略以及加快碳金融发展的“三大突破”。

| Abstract: | 2013 is the first year for full implementation of the spirit of the 18th Congress of the CPC. The central economic work conference has set the tone for the economic and financial policies for 2013. It＇ s necessary for the economic and financial work in 2013 to focus on improving the quality and efficiency of economic growth, and strive to achieve the ＂three breakthroughs＂ in the new- round urbanization, in implementing the innovation -driven development strategy by relying on enterprises, and in speeding up the development of carbon finance. |
