| 摘 要： | 我国经济尚不发达，将长期处于资本稀缺状态，同时存在区域经济发展不平衡。地方政府的目标是维持地区社会稳定、提高经济发展水平和改善人民福利。地方政府在中央政府宏观金融政策下，于区域经济发展的不同阶段，利用信贷市场、资本市场、吸引外商直接投资来保证自己特定目标的实现，以期在中观层次上实现资源配置的帕累托最优。
