对公平与效率的动态解读

随着改革开放的不断深入，我国社会进入“黄金发展期”，但同时又处在“矛盾凸现期”——收入差距进一步拉大。社会各界开始对“效率优先，兼顾公平”的分配原则和政策进行反思，科学界定公平与效率的内涵，通过对党的十四届三中全会至十七大收入分配政策变化的回顾和对现状的剖析，动态、辨证地考察和解读公平与效率间的关系。在构建和谐社会的过程中，应致力于效率与公平的有机统一。

A Dynamic Interpretation of Fairness and Efficiency

With continuous deepening of reform and open policies, China＇s society has stepped into the ＂gold developing stage＂, but at the same time, in the stage of ＂conflict outstanding＂ further enlarged income gap. Various social communities start to rethink the distribution rule and policy ＂priority of efficiency, fairness to be considered as well＂. It＇s necessary to define the contents of fairness and efficiency in a scientific manner. A review is made on changes of income and distribution policies from the third Assembly of the 14th Committee of the CPC to 17th Assembly of the CPC and also dissection is made on the status quo in orde to make a dynamic and dialectical examination and interpretation of the relationship between fairness and efficiency. The unity of efficiency and fairness should be undertaken in the course of building the harmonious society.
