我国中小企业信用担保生态环境的优化路径研究

从加强信用担保法律法规建设、发展与完善社会征信体系、引导与开展中小企业伦理建设等三个不同视角,探讨我国中小企业信用担保生态环境的优化路径。加强法律法规建设需要进一步完善《担保法》,加强中小企业立法,重视执法及其宣传教育等。发展与完善社会征信体系需要夯实信用基础和威慑失信行为。政府部门、社会各界应正确引导中小企业加强企业文化建设,树立诚实守信的良好品质,同时,信用担保机构应促进中小企业伦理建设,切实有效地发挥中小企业信用担保在中小企业融资中的作用。

Study on Optimal Path of Credit Guarantee in Ecological Environment for China's SMEs

Viewed from three perspectives,i.e.strengthening construction of the laws and regulations about credit guarantee,developing and perfecting the social credit system,and guiding the ethics construction of small- medium-sized enterprises（SME）,the paper explores the optimal path of credit guarantee in the ecological environment for SMEs.It＇s necessary for strengthening construction of the laws and regulations to further improve ＂Security Act＂,to strengthen the SME legislation,stressing legal enforcement and legal publicity and education.It＇s necessary for developing and perfecting the social credit system to lay a solid foundation and overawe acts of dishonesty.It＇s the duty of the governmental departments and social communities to guide SMEs in strengthening business culture,fostering good quality of honesty and integrity.Meanwhile,it＇s necessary for the credit guarantee agencies to advocate SME ethics so as to exert truly the role of SME credit guarantee in SME financing into effective play.
