产业壁垒过度竞争与企业绩效

我国产业过度竞争、企业绩效低下的根本原因，在于中央政府和地方政府博弈，使得自由进入在一定程度上成为可能，而地方政府的产业保护政策又使之无法形成有效的退出。也就是说，产业进入壁垒的相对降低和退出壁垒的绝对提高，是导致我国产业过度竞争、企业绩效低下的根源之所在。因此，解决的办法在于，设计合理的财税制度和考核制度，减少政府不必要的行政干预和产业管制政策，加强地方政府和中央政府的合作，降低产业退出壁垒，减少过度竞争，提高企业绩效。

Industry Barrier, Over-competitiveness and Enterprise' Profit

The elementary reason which causes over-competitiveness and low profit of enterprises is that the central and local governments are playing a game of 'go'chess ,which make it possible for enterprises to enter some certain industri es freely. However, the protective policies of local governments hinder the effe ctive enterprises' withdrawal. Over-competitiveness and low profit of enterprise s are deeply rooted in the relative reduction in industry entry barriers and ab solute increase in withdrawal barriers. Therefore, to solve the problem, a ratio nal tax levying system and check system should be promulgated; Government depart ment should cut their policies on industries; cooperation should be reinforced b etween the central and local governments; the industry withdrawal barriers shou ld be cut down to decrease the over-competitiveness and to increase enterprises' profit.
