我国工业经济结构的困境与突破

推动区域工业转型升级，优化工业区域结构，对于增强我国工业的可持续发展能力，转变地区经济发展方式具有关键性作用。“十一五”以来，我国工业经济区域结构总体趋于均衡和协调，但同时也面临着不少问题和挑战，主要包括重工业化趋势延续、工业空间分布存在低水平扩张和重复建设、产业集中度较低、区域工业增长方式粗放等。新形势下，特别是面对日益趋紧的资源和环境约束，优化工业经济区域结构要通过加强规划引导和政策支持、积极引导产业转移、加快推进地区工业转型升级、建立和完善区域合作协调机制等来实现。

Under the new situation, especially in the face of resource and environmental constraints increasingly tight, optimize the struc- ture of industrial region to strengthen planning guidance and policy support, and actively guide the transfer of industry, accelerate industrial transformation and upgrading, establish and improve the coordination mechanism of regional cooper- ation to achieve.
