| 摘 要： | 在可持续发展制度构架中，政府和市场均存在“失灵”问题。非政府组织作为独立的第三部门，可在很大程度上补充政府和市场力量的不足，发挥其推动可持续发展的独特优势。目前，我国非政府组织发展缓慢，需要采取措施加快发展。

| Abstract: | In the framework of sustainable development, there exist both government failure and market failure. As a third and independent sector, the non-government organization contributes a lot to making up the deficiency of government and market, giving full play to its advantage in promoting sustainable development. Therefore, the development of China's non-government organization, which is slow at present, should be speeded up. |
