| 摘 要： | 近几年粮食产量和农民收入保持较快增长的良好势头,但是也存在一定问题。粮食生产的基础并不稳固,粮食市场基本上是由强大的国有粮食部门所垄断的市场,粮食直补未能协调好主产区和主销区的利益,中国粮食市场存在"政策型"波动现象,粮食市场风险还将进一步扩大。我国应该加强粮食生产的基础力量,培育中间大商业组织,综合协调粮食主产区与主销区之间的利益关系,建立目标并联的、"二元"稳定的粮食政策结构,鼓励粮食期货市场发展,利用粮食期货市场解决订单农业发展的风险。

| Abstract: | Although good features show on food production and farmers' incomes,problems exist.The basis of food production is not stable,and food market is dominated by strong food sections and risk will expend further.Therefore basic strength of food production should be strengthened and the author puts forward some possible and effective measures in the paper. |
