集聚经济、环境规制与外商直接投资区位选择——基于新经济地理学视角的分析

本文集中分析了聚集经济以及环境管制下的外商投资区位选择。通过在新经济地理模型框架下纳入环境管制因素考察FDI区位选择因素，研究结果表明：在不考虑聚集经济情况下，“污染避难所”现象在我国一定程度上成立，考虑到集聚经济，外商投资与环境管制关系则呈正相关关系。因此，降低环境标准，牺牲环境换发展不是最佳选择，而需要注重提高劳动者素质，培育人力资本和本地FDI集聚效应以吸引更多外资进入。
