政府公共管理职能及其边界研究综述

本文从政府公共管理职能的演变阶段与理论依据、对市场失灵能否成为政府公共管理理论基础的争议、新公共管理模式下的政府角色定位与政府边界和国内界定政府边界的几种代表性观点四个方面对政府公共管理职能及其边界的研究进行了综述,目的旨在梳理理论界研究政府公共管理职能及其边界的理论基础和发展脉络。

A Summary of the Study of Functions and Scopes of Governmental Public Management

This paper summarized on a study of functions and scopes of governmental public management based on four aspects: the evolutional stages and theoretical basis of governmental public management functions,the controversial on whether or not market failures can be a theoretical basis of governmental public management, positioning on role of government and scope of government under the model of new public management as well as several representative views on domestic definition of scope of government,With the purpose of hackling theoretical basis and development venation on the study of functions and scopes of government public management done by theoretical groups.
