我国粮食生产增长潜力及激励措施

1999-2003年我国粮食产量不断减少,粮食供求矛盾突显.近两年来,国家出台了一系列促进粮食生产的政策措施,使粮食产量有恢复性增长,但供给短缺问题依然存在.从长期趋势看,我国粮食增产受耕地等资源不断减少的约束日益突出.本文在时未来我国粮食生产增长潜力及其影响因素分析的基础上,对促进粮食生产提出了一些比较科学、合理的激励措施.

The Potential Growth Power of the Grain Yield of Our Country and the Incentive Measures

Since the grain yield of our country had been decreasing during the period between 1999 and 2003,there appeared an obvious gap between the supply and demand.In the recent two years,a series of policies aiming at promoting the grain production have been formulated,thus a recovery has been made in the growth of the grain yield,but the problem of supply shortage still remains.In the long run,the decreasing resources like arable land will greatly limit the growth of grain yield.Based on an analysis of the grain yield growth of our country and the factors that affect it,the author puts forward some scientific and reasonable incentive measures to promote the grain production.
