湖北省改革与开放互动研究

从我国改革与开放交互演进的历史逻辑来看,政府主导下的改革首先从广大的农村开始,通过自下而上的示范效应,引发以建立现代企业制度为核心的城市经济社会体制的根本转变。在这个循序渐进的过程中,改革是原动力,而开放则是渐进的。加入世界贸易组织以后,中国已经进入开放带动改革,改革与开放互动互助的新阶段。湖北省作为传统的老工业基地和华中地区承东启西维系改革与开放持续渐进的主战场,今明两年,经济社会体制自身的矛盾会进一步突出,必须调整改革的重点,重新思考湖北省改革与开放互动互助的新机制,从而提升对外开放的水平,加快湖北省经济社会发展,促进中部崛起。

A Study on the Interaction between Reform and Opening up in Hubei province

From the historical logic of mutual evolution in reform and opening up,the reform guided by the government started from the wide spread of countryside,initiated the fundamental transformation of the urban economic social institution focusing on the establishment of modern enterprises institution through the demonstration effect from bottom to top. During the process- reform is the initial incentives while opening up is advanced step by step. After China's entry into the WTO, it has entered into a new stage that opening up drives reform with the mutual interaction and help of reform and opening up. As an old traditional base and a main field in maintaining the sustainable development of reform and opening up in Central China,the contradiction in social economic system will project in recent two years. We should adjust the main points of reform, rethink the new mechanism of interaction in Hubei Province so as to promote the opening up and the development of social economy.
