探索农村剩余劳动力转移的多种途径

对农村剩余劳动力转移问题的研究,国外有两种理论可供借鉴。我国农村剩余劳动力的巨大数量,决定了任何单一转移理论与途径难以奏效。当前城市对剩余劳动力的吸收是有限的,农业开发消化的剩余劳动力也是有限的。现实的选择只能是城乡统筹,多途径转移。城镇化与工业化是解决农村剩余劳动力问题的长期出路,扩张农业内部就业容量是解决农村剩余劳动力问题的现实选择。

Exploring the Multiple Channels of Transfer of the Surplus Rural Labor

As for the study on transfer of surplus labor in China's rural areas- two kinds of theories are suitable for drawing lessons abroad. Enormous quantity of surplus labor in China's rural areas determines that single transformation theory or channel is difficult to work out. The absorption of the surplus labor of the city is limited at present- it is also limited that agricultural development digests a large number of surplus labor. The realistic choice can only be multiple channels of transformation on the basis of the pool in urban and rural areas. Urbanization and industrialization are the long-term outlet of solving the problem of the surplus labor while it is a realistic choice to expand the capacity of employment inside the agriculture.
