我国环境规制效率提升的问题与对策

制约与影响我国环境规制效率提升的因素主要有人力因素、物力因素与财力因素. 当前,我国环境规制存在投入资本效率较低、企业对国家环境规制的响应度不高、政策体系不健全等问题. 提升我国环境规制效率应该合理利用资源,减少碳排放实现绿色发展;节约利用资源,发展环境科技实现集约发展;高效利用资源,保障生态平衡实现循环发展.

Problems and Countermeasures on Efficiency Promotion of Environmental Regulation in China

From the perspective of public management, the factors that restrict and influence the efficiency of environmen-tal regulation in our country are human factor, material factor and financial factor. At present, the improvement of the effi-ciency of environmental regulation in our country still has the problems such as low efficiency of investment capital, the low degree of response to the state environmental regulations, the policy system is not perfect and so on. Based on these prob-lems, this paper puts forward that the efficiency of environmental regulation in China should be rational use of resources, re-duce carbon emissions to achieve green development, save the use of resources, the development of environmental science and technology to achieve intensive development, efficient use of resources, to protect the ecological balance to achieve circular development.
